(1) Must reside outside of Japan
(2) Must hold a passport issued by a country other than Japan*2
(3) Must have an international ticket to and from Japan

In other words, any tourist from overseas can enjoy discount flights at a flat rate of 10,500 yen per sector - it would be a waste not to take advantage of it.
